The Luddites – the machine-breakers- often regarded as not only economically retrograde but also completely non-political, were in fact highly organized in Nottinghamshire and Yorkshire, and their resentments were liable to be channeled into revolutionary paths by democrat and Paineite agitators. Under the rigidly conservative Liverpool government the socialist flowers of Thomas Spence and some of the Hampden Clubs fostered a climate of violence which culminated in the Cato Street Conspiracy to assassinate the entire cabinet.
