From all points of view, the lowest possible subsistence level for the lower classes seemed logical. 

 

William Petty, one of the major economic spokesmen of the period, believed that if any surplus were produced, it should be stored in garanries rather than "abused by the vile and brutish part of mankid to the prejudice of the commonwealth." 

 

It was not until the passing of mercantilism that the ideas of either high wages or increased domestic consumption took root.

Mercantilist population doctrine was closely related to its low-wage policy. A large laboring population was considered the foundation of national wealth. 

The existence of low wages relied on a surplus of labor, beause a scarcity of labor would place workers in an advantageous bargining position.

Agriculture was viewed as the most secure source of national wealth, stable employment, and miltary personnel. (p.17)

Local responsibility was stressed, and lengthy attachment to the local emplyment was the ideal of mercantilist labor policy. 지역 책임 강조. 장기 고용이 '중상주의' 노동 정책 핵심.

 

임금을 통제했기 때문에, 일하는 사람들이 자유롭게 이동할 수 있는 '노동시장'이 발달하지 못했다. 

반면에 그 동네에서 일하면서 노동대중들이 '최소한 생계유지비'를 받았다. 

 

자산과 토지 소유주의 이익 증가를 위해 '소유주의 사회적 책임'보다 '소유권'을 더 강조하게 되었다.

사적 소유권 강화에 대한 저항자들.

 

1) 토지 박탈에 대한 저항

1536. The Pilgramage of Grace

1549. the Norfolk Revolt.

 

2) The Diggers and Winstanley 등장.  크롬웰 통치 시기.

 

런던 주변 미경작지 토지를 개간하려던 the Diggers를 런던 정부는 군대를 파견해 진압했다.

윈스탠리 Winstanley 는 토지에 대한 신의 권(신권), 혹은 왕족의 특권을 인정하지 않았다.

사회적 부에 대해 전 인민이 동등하게 사용해야 한다고 주장. 

 

3) 사적 소유의 정당화, 존 로크

사적 소유라는 '생각', 이념은 사회에 확고하게 자리잡았다. 존 로크의 사회계약 개념이 이러한 소유권에 대한 정당화 작업의 결론이었다.

 

4) 18세기, 아담 스미스의 선생, 프란시스 허치슨 Francis Hutcheson.
