학교가 자본주의 시장의 요소는 아니다. -윤석열,안철수의 교육관 문제점

 

1970년대만 해도 낙관적이었다. 아이러니하게도 1970년대 미국의 실질 최저임금이 가장 높았을 때 (환산하면 12.5달러 )다. 당시 서유럽과 미국 캐나다 모두 자본 이윤증가와 임금상승 두 가지를 어느정도 만족시킬 때, 자본주의 체제에 포섭된 교육을 개혁하자는 책들이 출간되었다.

 

 

1976년  샘 보울즈, 허비 긴티스가 30대에, “자본주의 미국에서 학교 교육 Schooling in Capitalist America(1976) Samuel Bowles and Herbert Gintis” 책을 썼다. 크리스 젱스, 긴티스를 비롯 8명 연구자가 “불평등 - 미국의 가정과 학교교육의 영향 평가” Jencks, Christopher. Inequality - A reassessment of the effect of family and schooling in America.(1972)를 출간했다. IQ와 학교성적, 직업과의 상관관계를 상세히 분석한 책이다.

 

 

이 책의 결론은 낙관적이고 단순하다. 저소득층이 불공정한 게임규칙을 당연시하지 말고 바꿔야 한다. 고소득층은 경제적 불평등을 불의라고 생각하고 이에 대해 부끄러워해야 한다.

 

 

사회적 차원에서는 정치가 미국 사회를 규정하고 만들어나가는 경제적 제도들을 통제해야 한다고 주장한다.

 

지난 45년 동안 이 저자들이 사용했던 ‘사회주의’ 단어는 미국에서 양적으로는 아주 소수분파로 명맥으로만 유지되었다. 1971년 이후 미국 자본주의는 금융화되었고, 1980년대 레이건은 노동조합을 깨부수고 ‘신자유주의’ 질서를 고도화시키고, 뉴욕 월스트리트 회장들을 와싱턴 재무장관으로 앉혔고, 이는 미국 민주당 빌 클린턴, 버럭 오바마까지 이어졌다.

미국 공화당과 민주당 역시 금융자본주의 체제의 종복이었다. 2008년 금융공황이 발생한 이후 버니 샌더스의 등장과 청년들의 연대로 민주당에 대한 급진화 시도가 진행 중이다.

 

 

지난 50년간 미국 교육 체제는 세계에서 가장 불평등한 곳으로 자리잡았다. 1년에 1억 정도 학비와 생활비가 들어가는 사립중,고등학교와 대학교. 이것을 흉내낸 이명박식 교육 개혁. 윤석열 인수위를 보면 이명박계가 장악하고 있고, 안철수, 윤석열 등이 ‘교육’도 ‘자본주의 시장’에 내맡겨야 한다는 입장을 가지고 있는 것을 고려하면, 한국 청년들은 주 120시간씩 일해야 하는 게 현실이 될 것이다.

 

 

 

 

 

A successful campaign for reducing economic inequality probably requires two things. First, those with low incomes must cease to accept their condition as inevitable and just. Instead of assuming, like unsuccessful gamblers, that their numbers will eventually come up or that their children’s numbers will, they must demand changes in the rules of the game.

 

Second, some of those with high incomes, and especially the children of those with high incomes, must begin to feel ashamed of economic inequality. If these things were to happen, significant institutional changes in the machinery of income distribution would become politically feasible.

 

The long-term direction of such progress seems clear. In America, as elsewhere, the general trend over the past 200 years has been toward equality.

…… As long as egalitarians assume that public policy cannot contribute to economic equality directly but must proceed by ingenious manipulations of marginal institutions like the schools, progress will remain glacial.

If want to move beyond this tradition, we will have to establish political control over the economic institutions that shape our society. This is what other countries usually call socialism. Anything less will end in the same disappointment as the reforms of the 1960s
