The cartoon celebrates Germany and Japan's signing of the Anti-Comintern Pact on 25 November, an effort to combat international communism and the Soviet Union.
Among other things, the pact provided for intelligence sharing, collaboration on 'necessary preventive measures' and mutual defence pledges. Several other countries, including Italy, Spain and Hungary, joined in the following years. (Posted for educational purposes)
