Japan PM Ishiba issues message to mark 80 years since end of WWII

Japanese Prime Minister Ishiba Shigeru on Friday issued a message to mark 80 years since the end of World War Two. He stressed that politicians must have the pride not to yield to irresponsible populism.

Ishiba argued that the absence of a clause on civilian control in Japan's prewar Constitution was one reason the country was unable to avoid the war.

He mentioned prewar lawmaker Saito Takao, who was expelled from the Lower House after criticizing the government and the military in a speech in February 1940.

Ishiba cited Saito's expulsion as evidence that the legislature had lost its function to oversee the military.

He said the media began actively supporting the war around the time of the Manchurian Incident in 1931, which took place in northeastern China, because war reporting was popular. He added that the media helped fuel nationalism.

Ishiba said that although the postwar Constitution guarantees civilian control, those in power should have sufficient ability and insight to properly manage the Self-Defense Forces.

The prime minister urged the Diet to refrain from catering to short-lived public opinion or adopting populist policies that prioritize the interests of parties or lawmakers over the national interest.

He also warned the media against excessive commercialism, and said they must not tolerate narrow-minded nationalism or anti-foreign sentiment.

He said that tolerant liberalism and wholesome and resilient democracy are more important than anything else.

Ishiba urged everyone to reflect on World War Two and peace, and to carry those lessons into the future. He said he believes that doing so will further strengthen Japan's foundation as a pacifist nation.

Ishiba concluded his message by saying that together with the people of Japan, he will learn from the lessons of the war and do everything possible to ensure such a tragedy will never be repeated.

At a news conference, reporters asked Ishiba what he thought about conservative members of his Liberal Democratic Party who opposed the release of the message.

He said the message was his answer to the question of why the prewar political system failed to prevent Japan from going to war -- a question raised in a statement issued in 2015 by then-Prime Minister Abe Shinzo to mark 70 years since the war's end.

Ishiba rejected the criticism, saying that his message does not touch on interpretations of history.
